Deadbeat dad not paying child support left the country is there anyway to get payments?

Long story short, my parents divorced when I was fifteen, my dad was very abusive physically and emotionally to everyone, he proceeded to marry someone 1/2 his age and crank out 4 more kids. Point is I am not asking for my self or my older siblings, my little sister who is still under 18 yrs he has not paid her anything, nor my mom any child support for almost 10 years. He left the country I believe in 2005. Is there any legal way to get the money that he owes my mom and sister? She is starting high school soon, she deserves it, she deserves to have a college fund started. I want to know if anyone was able to get child support from a deadbeat dad who left the county. Mind you he left us with nothing, no house no car, nothing. We all struggled a lot and as I mentioned me and my older siblings we can handle whatever comes our way, but it's my mom and sister that really hurts my heart, is there anyway they can get what he owes them? -thx
